Prøject 2025: Exposed

Prøject 2025 is a 920-page blueprint published by the Heritåge Føundatiøn in 2023. It is not a conspiracy theory; it is a documented governing agenda. Here is what it planned, what has already happened since January 20, 2025, and what is still coming if we do not take back the House and Senate in November 2026.


†rump spent the entire 2024 campaign claiming he had never heard of Prøject 2025. His own Office of Management and Budget director, Russell Vought, is one of its primary architects. At least 140 people who worked in †rump's first administration had a hand in writing it. And as of May 2026, the †rump regime had initiated or completed 53 percent of Prøject 2025's domestic administrative policy agenda, averaging nearly one action per day since inauguration. Every day since January 20, 2025 has been another page of that plan put into practice.


What follows is a category by category breakdown of what Prøject 2025 planned, what has already been done to you and your family since January 20, 2025, and what is still in the pipeline if Republicans retain control of Congress in November 2026. This list is from primary sources, court filings, congressional records, and nonpartisan research, with links. Look it up, and pass it on to others who should know.

Healthcare & Reproductive Rights

DONE

Medicaid cut by $1 trillion over 10 years

The Øne Big Beåutiful Bill Åct, signed July 4, 2025, cuts federal Medicaid funding by 15%, or $1 trillion over 10 years. The nonpartisan Congressional Budget Office estimates 11.8 million people will directly lose Medicaid coverage, with an additional 3.1 million losing marketplace coverage. Beginning January 2027, most recipients must meet work requirements of 80 hours per month to keep their coverage.

Abortion access stripped from unaccompanied immigrant youth in federal custody

On March 1, 2026, the Department of Health and Human Services completed rescinding the Office of Refugee Resettlement policy that had provided abortion access for pregnant unaccompanied immigrant youth in federal custody, leaving some of the most vulnerable young people in government care without access to reproductive healthcare.

Mental health agency dissolved, addiction data collection ended

The Substance Abuse and Mental Health Services Administration was dissolved entirely on March 27, 2025, eliminating its $8.1 billion budget and 900 employees. The entire National Survey on Drug Use and Health team was fired, ending national data collection on mental health and addiction. The regime also revoked $11.4 billion in COVID-era grants, forcing treatment centers to drop patients mid-treatment and causing clinic closures across the country.

LGBTQ+ youth suicide prevention programs eliminated

Programs specifically serving LGBTQ+ youth suicide prevention were eliminated, despite having logged more than 1.3 million contacts since 2022. The elimination came as part of the broader dissolution of the Substance Abuse and Mental Health Services Administration and the regime's systematic erasure of LGBTQ-specific federal services.

Immigrants stripped of Medicaid, CHIP, and ACA coverage

The 2025 tax and budget law makes many lawfully present immigrants ineligible for Medicaid, CHIP, subsidized ACA Marketplace coverage, and Medicare. Total Marketplace enrollment is projected to fall from 22.8 million in 2025 to 15.4 million by 2030 as a direct result. Many immigrant families who have paid into the system for years are now being cut off from the healthcare they were legally entitled to receive.

United States withdrawn from the World Health Organization

On Day 1 of †rump's second term, the regime withdrew the United States from the World Health Organization, abandoning America's role in global pandemic preparedness, disease surveillance, and international health security. The withdrawal removes the U.S. from the international body responsible for coordinating responses to outbreaks like COVID-19, Ebola, and future pandemics, leaving Americans and the world more vulnerable to the next health crisis.

CDC reproductive health data collection team fired, abortion surveillance ended

The Centers for Disease Control and Prevention's entire Division for Reproductive Health was gutted as part of broader federal health agency staffing cuts. The team responsible for compiling the CDC's national abortion surveillance report, the primary source of data on abortion access and health outcomes in the United States, was eliminated. The report, which both abortion rights advocates and researchers depend on to track the impact of state abortion bans, has been indefinitely delayed. Without this data, the public, policymakers, and doctors lose the ability to measure what is happening to women's health across the country, which is precisely the point.

ACA subsidies allowed to expire

Enhanced ACA marketplace subsidies were allowed to expire at the end of 2025, causing premiums to double for millions of people. The CBO estimates this will cause more than 4 million additional people to become uninsured, on top of the Medicaid losses.

48 million women lose guaranteed access to emergency contraception

Prøject 2025 calls for eliminating emergency contraception from ACA's no-cost preventive care requirements. If implemented, 48 million women would lose guaranteed free access to Plan B and similar medications.

Medication abortion banned nationwide via the Comstock Act

Prøject 2025 calls for using the 1873 Comstock Act to criminalize the mailing of abortion pills and medical equipment used for abortions, effectively banning medication abortion in all 50 states, including states where abortion remains legal.

IVF made "fully obsolete and ethically unthinkable"

Prøject 2025 suggests that in-vitro fertilization should become "fully obsolete and ethically unthinkable," threatening access to fertility treatment for millions of families.

Lifetime caps on Medicaid benefits

Prøject 2025 proposes imposing lifetime caps on Medicaid benefits, which could strip coverage from up to 18.5 million Americans, including children, pregnant people, and people with disabilities, regardless of their ongoing medical needs.




Education

Department of Education targeted for dismantlement

The †rump regime has moved to lay the groundwork for dismantling the Department of Education, weakening federal oversight of schools and rolling back Biden-era protections for students based on gender identity and sexual orientation. It has also pushed to cut billions in education funding, making the department less able to protect students and support public education.

DEI programs eliminated across federal education funding

The regime issued executive orders attacking diversity, equity, inclusion, and accessibility initiatives and pressured universities and schools to drop their DEI programs under threat of losing federal funding. This has turned federal education policy into a tool for enforcing ideological conformity rather than equal access.

Billions slashed from NIH, NSF, and university research grants

The regime attempted to end thousands of federal grants at more than 600 universities, slashed billions from the National Institutes of Health and the National Science Foundation, and forced universities including Brown to cancel doctoral programs for the 2026-27 academic year. Schools conducting research the regime considers politically unacceptable, including Princeton's climate change investigation, lost millions in federal funding. Experts warn the cuts will destroy American scientific leadership for a generation US News.

TRIO and GEAR UP programs serving 1.4 million low-income students gutted

TRIO and GEAR UP programs, which serve 1.4 million low-income students nationwide, face elimination under the regime's 2026 budget proposals. California alone lost $150 million supporting 450 TRIO projects serving more than 100,000 students. New Hampshire lost access for 1,200 TRIO students and 4,000 GEAR UP students when $4.8 million was frozen. These programs exist specifically to help first-generation college students from low-income families access higher education.

Prøject 2025 calls for eliminating the Head Start program entirely, which would close preschools across the country and strip comprehensive services from low-income families whose children depend on it.

Prøject 2025 calls for ending more affordable student loan repayment plans, threatening the financial stability of millions of Americans carrying student debt. It would make repayment harder for borrowers who already struggle under rising costs and stagnant wages.




Voting Rights & Democracy

DONE

Voting Rights Act gutted by the Supreme Court

In Louisiana v. Callais, the Supreme Court’s six conservative justices weakened Section 2 of the Voting Rights Act by making it harder to challenge discriminatory district maps. Within eight days, Tennessee eliminated its only majority-Black congressional district. Florida, Louisiana, Alabama, and South Carolina followed.

Coordinated mid-decade gerrymandering eliminates majority-Black and majority-minority districts

†rump directly pressured Republican-controlled state legislatures to redraw congressional maps ahead of the 2026 midterms. Tennessee, Florida, Texas, North Carolina, Missouri, and Ohio have all enacted new maps since 2025, with Louisiana, Alabama, and South Carolina actively moving to follow. The campaign is expected to give Republicans more House seats before a single vote is cast in November 2026, while eliminating majority-Black and majority-minority districts that have given communities of color political representation for decades.

Birthright citizenship attacked by executive order on Day 1

On his first day back in office, †rump signed an executive order attempting to end birthright citizenship for children born in the United States to parents who are undocumented or on temporary visas, directly targeting a right guaranteed by the 14th Amendment. A federal court immediately blocked the order and issued a preliminary injunction. The regime appealed, and the legal battle continues. If ultimately upheld, it would deny citizenship to many U.S.-born children and create long-term consequences for their political rights and legal status.

Civil service replaced with political loyalists

†rump signed executive orders reclassifying tens of thousands of federal civil servants as political appointees, stripping them of civil service protections and enabling mass replacement with regime loyalists, exactly as Prøject 2025 directed.

Voting mistakes criminalized, voter rolls aggressively purged

Prøject 2025 would make simple mistakes in the voting process criminal offenses and give the federal government access to state voter rolls to aggressively purge them, a tactic that disproportionately removes eligible voters of color.

SAVE Act: citizenship documents required to register to vote

The SAVE America Act, which passed the House with every Republican voting for it, would require voters to produce a passport or birth certificate to register. More than 21 million Americans do not have easy access to these documents. The Brennan Center called it “the worst voting bill to be passed by Congress in memory.”




Civil Rights & LGBTQ Protections

Anti-fascists and transgender people framed as national security threats

†rump's regime released its official National Counterterrorism Strategy, which identifies “violent left-wing extremists, including anarchists and anti-fascists” and groups described as “radically pro-transgender” as national security threats. The strategy omits far-right extremism as a major focus, signaling a sharp shift in what the administration treats as domestic terrorism.

LGBTQ data erased from federal websites, HIV and youth health resources purged

On January 31, 2025, federal health agencies were directed to purge all LGBTQ-related data and resources from their websites under an executive order titled "Defending Women from Gender Ideology Extremism." CDC pages on HIV testing, LGBTQ youth suicide risk, safe schools for LGBTQ students, and the Youth Risk Behavior Surveillance System were all taken down. The NIH's Office for Sexual and Gender Minority Research disappeared entirely. Public health experts warned the erasure would create a dangerous gap in scientific data used to monitor and respond to disease outbreaks, particularly in Black, Latino, and transgender communities disproportionately affected by HIV.

740 anti-trans bills introduced across 42 states in 2026 alone

In 2026, 740 bills targeting transgender and gender non-conforming people are under consideration across 42 states. 2025 was the sixth consecutive record-breaking year for anti-trans legislation. Three bills have already been signed into law in 2026.

Transgender people banned from military service

The †rump regime reinstated and expanded the ban on transgender individuals serving in the U.S. military, a Prøject 2025 goal completed in the earliest weeks of the regime. The ban affects an estimated 4,240 service members. Active-duty military were given 30 days to begin separation proceedings after refusing to self-identify for discharge.

Legal protections for LGBTQ people weakened

The regime issued executive orders erasing transgender people from public record and directed agencies to undermine protections for LGBTQ employees, exactly as Prøject 2025 instructed.

Employer opt-out from all civil rights enforcement

Prøject 2025 would eliminate the use of disparate impact in civil rights enforcement, making discrimination invisible through redefinition, and prohibit the EEOC from entering into consent decrees, effectively stripping workers of their ability to seek justice for discrimination.




Workers, Economy & Social Safety Net

DONE

Federal employee collective bargaining rights stripped — process completed April 24, 2026

†rump signed an executive order stripping collective bargaining rights from federal workers in 18 departments, with Defense Secretary Hegseth directing termination of agreements. The process was completed April 24, 2026. The National Treasury Employees Union expects to lose tens of thousands of members.

DØGE given unlawful access to Treasury, Medicare, Social Security data

Elon Musk's DØGE was handed control of Treasury, Medicare, Medicaid, and Social Security payment systems with no legal authority, no congressional approval, and zero public accountability. DØGE secretly shared Social Security data with election-denying groups to manufacture voter fraud claims.

Food stamp work requirements expanded, 2.5 million people already lost SNAP benefits

The Øne Big Beåutiƒul Bill cut $186 billion from SNAP food assistance and imposed strict new work requirements effective July 2025. Adults aged 18 to 65 must now document at least 80 hours of work, volunteerism, or approved training per month to remain eligible. Between July and December 2025, SNAP participation dropped in every single state, with 2.5 million people losing benefits.

Social Security benefits cut by raising retirement age

Project 2025 proposes cutting Social Security benefits for the majority of American workers by raising the retirement age. Combined with Republican budget proposals, this could cut benefits for up to 257 million Americans.

Overtime pay eliminated, unions further dismantled

Prøject 2025 would allow companies to stop paying workers overtime, shrink the National Labor Relations Board, abolish the FTC, and give employers more control to hold down wages, exploit child labor, and prevent union organizing.

Middle class tax increases to fund billionaire tax cuts

Prøject 2025 shifts the tax burden from the wealthy onto the middle class. A typical family of four would see a tax increase of $2,985 per year, while 45,000 households reporting more than $10 million in income would each see an average tax cut of $1.5 million per year.




Environment & Public Safety DONE

Withdrawn from the Paris Climate Agreement on Day 1

On January 20, 2025, †rump signed an executive order withdrawing the United States from the Paris Climate Agreement, abandoning America's commitments to reducing greenhouse gas emissions. The withdrawal became effective January 27, 2025. It is the second time †rump has pulled the U.S. from the agreement, reversing the Biden administration's decision to rejoin in 2021.

EPA endangerment finding rescinded — "the single largest act of deregulation in U.S. history"

On February 12, 2026, the †rump EPA rescinded the 2009 endangerment finding, the central scientific and legal determination that greenhouse gases endanger public health and welfare. The finding was the legal foundation for every major federal climate regulation under the Clean Air Act. EPA Administrator Lee Zeldin called it "the single largest act of deregulation in the history of the United States of America."

Climate protections repealed, fossil fuel industry unleashed, EPA gutted

The regime has gone beyond even Project 2025's already extreme environmental recommendations. The EPA eliminated its Office of Research and Development, the scientific foundation for nearly all of its policies. More than 1,817 Fish and Wildlife Service staff were fired, the National Park Service lost more than 2,700 workers, and over 7,000 workers were let go from the Forest Service and Bureau of Land Management. The methane rule was delayed 10 months, adding the equivalent of 25 million gas cars worth of pollution into the atmosphere.

FEMA disaster response staff slashed, cuts later reversed

The Department of Homeland Security under Kristi Noem planned to slash FEMA's staff in 2026, cutting thousands of critical disaster response roles. Noem wanted to eliminate the agency entirely and shift burden to states. The administration fired hundreds of FEMA staff before the cuts were later reversed after Noem's dismissal.

NOAA dismantled, weather and climate data eliminated

Prøject 2025 calls for dismantling the National Oceanic and Atmospheric Administration, the agency responsible for weather forecasting, climate research, and natural disaster monitoring. Eliminating NOAA would endanger public safety and cripple America's ability to prepare for extreme weather events. The administration has already paused more than $400 million in NOAA grant funding.




Press Freedom & Independent Media

DONE

NPR and PBS defunded by executive order

†rump signed an executive order ending federal funding for NPR and PBS, targeting the last remaining sources of publicly funded independent journalism. Journalists across the country have been targeted, sued, and intimidated. DONE

Reporters banned, security clearances revoked, networks investigated

The †rump regime pulled security clearances and White House press access from reporters at outlets it considers hostile. The Associated Press was banned from the White House press pool for weeks over its refusal to use the name "Gulf of America." The regime sued CBS News, ABC News, and other outlets. The FÇÇ under Brendan Carr, a Prøject 2025 co-author, launched investigations into broadcast licenses of networks that covered †rump critically. The regime also ended Voice of America broadcasts and fired its staff.


UNDERWAY

ƒBI efforts to combat misinformation eliminated

Prøject 2025 calls for a top-to-bottom overhaul of the DØJ that would end ƒBI efforts to stop online misinformation and disinformation, leaving the public sphere open to unlimited propaganda with no federal accountability.




Global Aid & Humanitarian Programs

83% of USAID programs eliminated

The †rump regime dismantled USAID, eliminating 83% of its programs, including HIV/AIDS prevention for millions of people globally, humanitarian aid in war zones, and democracy-building programs. The regime also terminated funding to the United Nations Population Fund, which provides lifesaving reproductive healthcare to women and girls worldwide.


UNDERWAY USAID absorbed into the State Department

The administration has folded USAID’s foreign-aid functions into the State Department, effectively replacing the country’s standalone humanitarian infrastructure with a narrower, more centralized system. This shift marks the institutional end of USAID as an independent driver of U.S. global assistance.

COMING UNFPA support remains under threat

The regime has continued withholding or cutting funding to UNFPA, the U.N. agency that provides maternal health and reproductive care in crisis zones. That means lifesaving services for women and girls in conflict and disaster settings remain at risk.

COMING Additional foreign-aid cuts likely to deepen

The White House has proposed further reductions to foreign aid, including major cuts to the State Department budget and international assistance accounts. That suggests the rollback is not finished and may expand beyond USAID’s closure.




Defense, Financial Protections, Nuclear Policy, & Censorship

UNDERWAY

Consumer Financial Protection Bureau systematically dismantled

Prøject 2025 called for the immediate dissolution of the CFPB, the agency that has returned more than $21 billion to consumers cheated by predatory financial institutions. On February 10, 2025, Russell Vought ordered major operational changes at the CFPB, including telling staff to halt work, while legal challenges have slowed but not ended the effort to cripple the agency. Courts have blocked some firings, but the agency’s future remains under threat, leaving millions of Americans with reduced federal protection from financial fraud.


UNDERWAY

Federal Reserve independence undermined

Prøject 2025 proposed effectively abolishing the Federal Reserve and returning the U.S. to a gold standard. While full abolition has not happened, the administration has moved to increase White House influence over economic policy and has pressured the Fed in ways that undermine its independence. Repeated public speculation about Fort Knox and gold reserves also signals that deeper changes remain possible.


UNDERWAY

Nuclear weapons spending expanded, treaty limits expired

Prøject 2025 called for a major nuclear buildup, including expanding warhead capacity and modernizing delivery systems. The administration increased Pentagon nuclear spending in fiscal year 2026, funding new ICBMs, bombers, and submarine programs. New START expired on February 5, 2026, after †rump allowed it to lapse, removing legally binding limits on U.S. and Russian nuclear arsenals.


UNDERWAY

Pornography restrictions advancing

Prøject 2025 calls for pornography to be outlawed, with harsh penalties for producers and distributors. Federal action has not fully materialized, but age-verification laws and other restrictions have expanded across many states. Some efforts toward a federal pornography ban have also moved forward, while more than 24 states have enacted age-verification laws pushed by Prøject 2025-aligned groups.





This is not a complete list. The Center for Progressive Reform is tracking 532 documented Prøject 2025 actions across 20 federal agencies. As of February 2026, 283 of them have been initiated or completed. The remaining 249 are waiting for the political conditions to make them possible. Those conditions are created or destroyed this November.


If Republicans hold the House and Senate after November 2026, the pipeline opens. Medication abortion banned nationwide; Social Security cut by raising the retirement age; overtime pay eliminated; Head Start closed; NOAA dismantled; the SAVE Act suppressing millions of voters; Medicaid lifetime caps stripping coverage from 18.5 million Americans; the Federal Reserve stripped of independence; the CFPB gone; a federal pornography ban that criminalizes librarians and imprisons producers. These are not speculation; these are documented. They are scheduled policy goals with named authors, published page numbers, and a regime already executing them one action per day.


Prøject 2025 was always the blueprint Republicans intended to impose on this country. It was never merely a warning. It was a calendar, and we are living inside it.


The only thing that interrupts this calendar is a Democratic majority in the House and Senate. Not because Democrats are perfect. Because they are the only electoral force with the power to stop what is on that list, pass the Freedom to Vote Act, restore Medicaid protections, protect Social Security, and begin reversing the damage already done. That requires winning. And winning requires every single one of us.
